no seat covers

So in the Midwest I've noticed that they don't use toilet seat covers
anywhere! At the airport in Minnesota, the airport in Madison, the
lobby of the hotel, or the restrooms at epic...no seat covers!! What's
up with that? I'll have to start bringing my own. The picture was
taken of the restroom at epic.
